The council adopted the Leicester Square Action Plan in 2002, following widespread public consultation. This included input from the Leicester Square Association (an association representing local residents and businesses), the police and the Heart of London Business Alliance. Many of the actions have been successfully completed, including the introduction of al fresco dining, a uniformed council presence on the streets,and a new CCTV control room in the Trocadero Centre.
Heart of London has worked closely with WCC and partners on the development of the concept design for Leicester Square, the gardens and the nine gateway streets. The Square is a complex space unlike any other in London; it's a large pedestrianised area with a green space containing historical features at its centre. It has nine streets that vary in character, size and use. All these factors make for an extremely challenging design brief. Burns and Nice were selected to meet this challenge and design the final concept for the Square.
We set up a stakeholder group consisting of property owners and major operators with interests in the Square. The group was tasked with design review and the evaluation provided valuable advice and input into the whole process.
We feel that we have a design that will revitalise Leicester Square, putting it back on the map as a must see London destination. This investment in the public realm should increase economic vitality of the area, however the management of the area after the implementation of the design is vital. We will be working together over the next couple of months to establish a complete management plan for the area that will have ongoing funding for its delivery.
