Frequently Asked Questions

Who are we?
The Heart of London Business Alliance acts on behalf of businesses and property owners in the area surrounding world famous landmarks Piccadilly Circus and Leicester Square . The Alliance operates services which help keep the area clean, safe and welcoming - supporting all those who invest, work, visit and live in the locality. The Alliance 's mission is to champion and drive forward innovative plans for commercial rejuvenation, promoting the area as a world class destination, synonymous with entertainment, energy and excellence.

We are catalysts for change - helping make things happen. As catalysts we:

  • Bring businesses together
  • Tackle key issues in the area
  • Deliver services
  • Promote the area
  • Work in unity towards the future
  • Build the BIDs concept

How we operate
We are a company limited by guarantee, and we operate within regulations set by government when operating a Business Improvement District. We became operational as a BID in February 2005 and in February this year became the first BID in the UK to go through to a second term with 86% of businesses voting in favour.

What area do we cover?
The area stretches from Piccadilly Circus in the west, to Leicester Square in the east and includes Shaftesbury Avenue and Haymarket.

What does the Business Alliance deliver?
We deliver practical services - A Clean Team and City Guardian Team - who help keep this area clean, safe and accessible. These services are additional to those provided by the local authority and are designed to improve the trading environment for businesses and enhance the visitor experience.

We are also catalysts and champions for ambitious plans for the area, such as the Coventry Street Improvement Scheme and the Leicester Square Action Plan.

How is the Business Alliance and its operation funded?
By a combination of voluntary contributions from property owners in the area (42%) and the BID levy from occupiers (57%) and other (1%)

How are the services we provide monitored?
We have established baseline agreements which clarify what the local authority delivers to ensure we deliver additional service and value. To monitor performance we have service level agreements with contractors and key performance indicators are published for delivery of our services. In addition, research, surveys, website response and business feedback are monitored.

On February 27th this year 86% of businesses voted ‘YES’ to the Heart of London Business Alliance continuing to a second term.
